Art Dula has been working in the field of Space and IP law for over 30 years. He began his firm in 1980. He received a bachelor’s degree in chemistry and mathematics, from Eastern New Mexico University, in 1969, and his Juris Doctorate, in civil law, from Tulane University, in 1975. He is a registered broker with US State Department, Bureau of Political-Military Affairs, and Office of Defense Trade Controls. Art is registered to practice before the United States Patent and Trademark Office. Furthermore, he is AV rated by Martendale Hubble and is admitted to practice before the U.S. Supreme Court, the U.S. Patent and Trademark Office, and Texas State and Federal Courts. Art is an adjunct professor at the University of Houston and lectures in Space Law.

Scott Maddox Patent Agent
Scott Maddox graduated from the University of New Orleans in 1996 with a Bachelors of Science in mechanical engineering. He worked for six years at Lockheed Martin as a spacecraft thermal analyst, and then went on to the University of Houston Law Center. Mr. Maddox earned his Juris Doctor in 2005. Since then Scott has joined the Law office of Art Dula. Scott Maddox also gives lectures in space law. Scott is a registered patent attorney. He is registered to practice before the United States Patent and Trademark Office Texas State.

Anat Friedman Associate Attorney
Ms. Friedman assists Art Dula in areas of international law, legal and factual research, and legal and professional correspondence. Ms. Friedman has worked as a Legal Advisor for the Israeli Teachers’ Union, focusing on litigation, negotiation, and mediation. She has also practiced law in a private law firm, specializing in property law, civil law, and commercial litigation. She speaks, reads, and writes Hebrew, English, and Arabic. Licensed to practice in Israel, not licensed to practice in Texas.
Ms. Friedman serves as the empowered official on matters of International Traffic in Arms Regulations (ITAR) and Export Administration Regulations (EAR), successfully championing the development of unique Technical Assistance Agreements (TAAs) related to new commercial LEO and trans-lunar human space flight. Ms. Friedman has professional relationships with the US Departments of State (DOS) and Commerce (DOC) plus other regulatory functions both domestic and international and with legal entities from suppliers, customers and from NASA.

Shirazi Jaleel-Khan Associate Attorney
Shirazi Jaleel-Khan received her Master’s in Law from the University of Houston Law Cent in 2007 after graduating from the Sri Lanka Law College with honors in 2002 and the University of Colombo in 2004 with a degree in Economics. While in school, she was a member of the Law College Moot team and represented Sri Lanka at the Millennium Commonwealth Parliamentary Association. She then went on to apprentice at the State Department under the present Supreme Court Justice Saleem Marsoof. P.C. She has previously worked as a criminal attorney and practiced before the High Courts and Appeal Courts. Shirazi is licensed by the Supreme Court of Sri Lanka to appear before all courts in the Republic of Sri Lanka. Licensed to practice in New York, not licensed to practice in Texas.
